Update: Workshop mods still wont show up in the mod launcher, and downloading mods manually causes the mod configuration tab in the server select to display mod errors for mods I don't even have downloaded, making playing the game modded on multiplayer UNPLAYABLE, I hope a fix is discovered eventually, or it just sorts itself out.
Thx for the help, now i must wait for steam voodoo magic to kick in. The only feasible way to solve this problem seems to be just waiting it out. The above posts were helpful and gave me some insight into the problem, but still no fix has seemed to work.
